The Norfolk picture

The Sector Counts was a thorough research exercise carried out during the summer of 2006. Its primary focus was to establsih benchmark figures for the indicators that relate to the sector in the county's Local Area Agreement.

Key Findings include:

  • The 5.5 million volunteer hours provided by the county’s volunteers last year would have cost nearly £28 million had each volunteer been paid at the national minimum wage.
  • Norfolk voluntary organisations have a total income of more than £94 million
  • They employ 13,800 people - a larger proportion of the paid Norfolk workforce than agriculture.

How these figures realte specifically to North Norfolk will be the subject of a follow up survey in 2007.

A Citizens’ Panel survey in 2004 showed that:

80% of North Norfolk residents participate in community activities at least once a year.
65% of those who volunteer, do so at least once a month

This information from NCVO focuses on ‘general charities’ - which excludes housing associations and independent schools.


The sector:

• has an income of £26.3 billion
• derives 38% of its income from statutory sources
• has an operating expenditure of £24.9 billion
• has total assets of £66.8 billion
• has a paid workforce of at least 608,000

56% of the voluntary sector has an annual income of less than £10,000.
The number of charities with incomes of over £1 million has more than doubled in the last decade.

The sector’s income is rising…


The sector’s total income was £26.3 billion in 2003/04, an increase of just over £1 billion from 2002/03.

This growth in income was mainly due to an increase in the number of charities and organisations’ incomes are static at best.

Our evidence shows that the sector’s income is increasing, but this is largely due to an increase in the number of organisations in the sector. Individual organisations would appear to be doing less well as average incomes for all organisations in the sector were either static or falling.

Over two-thirds of total income is now generated by approximately 3,200 organisations, equivalent to 2% of the sector and 14 organisations, (mostly household name brands) have an annual income of over £100 million.

87% of organisations have incomes of less than £100,000.

The sector is earns 47% of its income, and the biggest organisations are accounting for a greater share of revenues. Voluntary income has fallen slightly over time as part of the funding mix from 47% in 1994/95 to 45% in 2003/04.

As a proportion of total income, the state now accounts for 38% of sector evenues

The workforce increases by 10,000 every year


The voluntary sector is now a major employer - 608,000 people in 2004, or 2.2% of the overall paid workforce.

Over the last two years, the number employed part-time in the voluntary sector has increased by nearly 30,000 people, from 203,000 in 2002 to 231,000 in 2004. Alongside this, the number of full-time staff increased steadily from 366,000 in 2002 to 377,000 in 2004. Now, 38% of the voluntary sector workforce is employed on a part-time basis.

Formal volunteering is slowly increasing


The 2003 Home Office Citizenship Survey (HOCS) estimates that 42% of the population of England and Wales volunteered formally at least once in the last 12 months - that’s 20.2 million people 13.2 million of whom formally volunteer at least once a month. 53% of volunteers fundraise as part of their activity and 49% run an event.
