Quality of Life - what's going on

Do you know of any projects planned to improve the Quality of Life in North Norfolk? The Community Partnership wants to identify gaps in services so that it can help make sure future plans meet the needs of local people.

If you know of a project that:
• the North Norfolk Community Partnership does not already know about
• would gain from the involvement of other partners
• will take forward the aims of the Partnership
please put its details on the attached sheet and send it in to the Community Partnership by January 16. Quality of Life project list.

This will help the Quality of Life group to see the full picture of what is going on and what is planned for communities. The Community Partnership will not be able to follow up on all the projects and identifying one does not mean that funding will follow.

North Norfolk Community Partnership is the Local Strategic Partnership for the area. It brings together representatives from all those organisations involved in delivering public services to ensure that local needs are met and that projects and spending are co-ordinated effectively.

Three separate groups are looking at particular aspects of the Partnership's community strategy. Quality of Life includes health and social care, the environment and developing communities.

vcsTogether - Forum news

A thriving third sector? vcsTogether – the recent Forum for voluntary and community organisations active in North Norfolk - attended by 40 organisations focused on the actions necessary for 'a thriving third sector'. (See the article lower down 'Measuring a thriving third sector'.)

Steering Group
Following nominations there are now nineteen members of the vcsTogether steering group that meets every two months to shape the focus and direction of the main Forum. If you would like to influence the Forum talk to a member of the steering group or Andrew Campbell.

Health Connectors

This is a new project involving volunteers to support and encourage people who are either over 60, or disabled, or have a long term health condition and in receipt of an income related benefit, who want to improve their health. Volunteers provide up to six visits with a client who may want to:
• improve their general fitness
• quit smoking
• reduce their alcohol intake
• manage their diet and weight
• reduce their risk of a fall.
Volunteers will be trained to level 2 and achieve the “Understanding Health Improvement Award” accredited by the Royal Institute for Public Health. They will then work with clients to set easy and realistic goals as well as provide the information and motivation that they need to succeed.

The project covers North Norfolk, Broadland, Breckland and South Norfolk. It is managed by Voluntary Norfolk and funded by NHS Norfolk. More details: Rob Tervet on 01603 883847.

Equipment available locally

A range of equipment to help with running public meetings and presenting your organisation is available for hire from Cromer at low rates - £3 for a digital camera; £10 for a portable pa system. Other items include a projector, exhibition boards and hearing loop. Voluntary Norfolk members are eligible for reductions on these rates.

Thousands available for local groups

Norfolk Community Foundation has up to £5,000 per project to distribute to North Norfolk groups that:
• are largely volunteer led
• have a constitution
• have a bank account with two signatories
• are working to improve their community.
Funds can be used for a variety of costs including, but not limited to, running costs, special projects and equipment.

Little Libraries - new books

Little Libraries in Wells, Cromer, North Walsham and Stalham stock up to date materials to help with all aspects of organisational development. Most books can be borrowed free of charge for a short time. New items recently in stock include:
• Good Trustee Guide
• Pass it on – a good practice guide for volunteer management published by Volunteering England
• Personalisation: a rough guide – published by the social care institute for excellence.

Sheringham Area Partnership

The Local Area Partnership previously known as the Sheringham Plus Community Partnership has changed its name to the Upcher Community Partnership. Address and contact details remain the same. The new co-ordinator is Sarah Bradfield on 01263 825952.

Children and Young People Forum meeting

The recent Children and Young People Northern Area Forum meeting discussed the current position on commissioning with Children's Services; identified gaps in service provision; workforce development issues and use of the internet as a networking aid. Views will be fed into both the county-wide forum and the multi-agency Children and Young People Partnership Board that determines the way services are delivered.

Next meeting 21 May, 6.30pm. Venue to be arranged.

North Walsham Town Council has some office space available in its centrally located building near the Market in New Road, North Walsham. Community support for older people – stakeholders' meeting

Norfolk Adult Social Services and Supporting People Team are leading a partnership to develop a housing and community support strategy for older people. Full details.

General News

Measuring a ‘thriving third sector’

The government is measuring progress towards to ‘a thriving third sector’ - one of its key indicators in Local Area Agreements - by a specially commissioned survey of over 100,000 registered charities nationally.

The survey's aim is to get an understanding of the extent to which Norfolk’s public sector contributes to the success of third sector organisations. The findings will be used to set targets in the Local Area Agreement.

Over 1,000 Norfolk organisations have been polled and the response rate is currently about 40%. Headline findings should be available in January, with further analysis and full publication available in Spring 2009.

The National Compact

The Compact is a tool for improving relationships between public organisations and those in the voluntary and community sector.
Following recent discussions and consultation, Sir Bert Massie, Commissioner for the Compact, is recommending that:
• the Compact remains a voluntary agreement and that no further consideration is given to making it legally enforceable
• the Compact and Codes be rewritten into a single document. The re-drafting will take account of the new local performance framework, Local Strategic Partnerships, Local Area Agreements and the Comprehensive Area Assessment.

The full report is being sent to Kevin Brennan, Minister for the Third Sector. The recommendations will have some affect on Local Compacts, including the Norfolk Compact.

Your Norfolk - Your decision

Around 100 local people voted on which of the 16 short-listed projects should receive a share of the £200,000 pot of money from the Norfolk County Strategic Partnership at the Your Norfolk, Your Decision day event held on Saturday 6 December.
The winning projects and grants awarded were;

• Norfolk Youth Games (£10,000)
• Youth in Action (£30,000)
• Work Academy (£9,105)
• Community Action Through Sport (CATS) (£2,500)
• Community Payback (£9,000)

Subsided taxis not buses for rural areas ...

This is a recommendation in a report from the Commission for Integrated Transport, the government’s transport adviser.

DDA rights extended to 'associates'

In Coleman v Attridge, a tribunal held that the Disability Discrimination Act 1995 (DDA) is capable of being interpreted so as to protect people associated with a disabled person from discrimination or harassment.

In the case, Coleman is not disabled herself, but cares for her disabled son. When she sought to take time off to care for him, her employer called her 'lazy' and accused her of attempting to manipulate her working conditions. She brought claims under the DDA, arguing that she had suffered discrimination by association with her son's disability.
The decision could have significant implications for employers dealing with requests from carers for flexible working or time off and employers will need to be careful to ensure that they are not going to be accused of disability discrimination "by association".

Big Thinking is a chance to influence the Big Lottery's plans for the future. The Big Lottery is reviewing its funding policies from 2009 - 2015 that will guide how funds are awarded. The consultation asks for views on ten UK-wide general questions - Big Lottery

NHS Norfolk is consulting on three draft strategies:
• Sexual Health Commissioning Strategy - www.norfolk-pct.nhs.uk/consultations/sexualcommissioning/index.html
• Children’s Commissioning Strategy - www.norfolk.nhs.uk/consultations/childrenscommissioning/index.html

The eight week consultation period for each of the strategies runs until 22 January 2009.

Local government in Norfolk

Following the recent judicial review of the Boundary Committee's consultation process, revised proposals for Norfolk will be published on 13 February. There will then be a short time for further comments and a final decision on the county's structure of local government is likely to be announced towards the end of March.

Volunteering England is challenging the Government to invest in volunteering to contribute to national and personal economic renewal. The call to action is included in a nine-point 'Recession Challenge'.
